Rain-in-Winter (RIW) events are becoming more common throughout the Arctic. Precipitation falling as rain on frozen ground can lead to icy conditions that cause traffic accidents, electric power outages, missed work days, and longer commutes. Ice build-up after RIW can affect storm sewer infrastructure and cause flooding.
